A/S is the amount of shares authorized which means the company can issue up to that amount of shares without applying to their State of incorporation for an increase. Typically what you will see is that these pinkies may have 100 miilion shares outstanding but they are authorized to issue 2 billion. The O/S is still what it is but the company can issue more.
O/S is the amount of shares actually issued by the company and outstanding. So the fact that that there are 30.5 bill O/S and 34 bill A/S means that the 3.5 bill shares have not yet been issued so they can't be sold.
