I mean I would have to ask them but I assume they bought that whole wall of socks they have at wholesale and are selling them at retail, much like everything else in that store. It's an organic supermarket kind of like a Whole Foods but it is locally owned and operated.

OF COURSE THEY DO, STAU GIVES THE BIG RETAILERS A SIZEABLE DISCOUNT ON THE BASIS OF VOLUME.
