At first glance, this didn't seem to make economic sense. And it doesn't on second glance either, as long as you confine your view to these 2 products. But I think this is an effort to sell new PCs

Do these manufacturers make anything besides dram? Probably so. They probably make more money on all the chips in a new PC than on a stick of old memory.

Since the "new PC" novelty has worn off, consumers won't look for a replacement until they really dislike the one they have. When J6P is dissatisfied enough with his old machine to go for an upgrade, that dissatisfaction is reenforced by having to pay extra for the upgrade.
