No, the rules he uses are not in the basic Investor Rule Book and you, as a basic Investor, can't play by the same rules, but

No, we are past the point of needing to be shut down. Now two years ago when investors were being sucked in by Dean's lies, someone should have done something and had this stock halted. People were pumping QASP with posts like this:

Sample shut this down? Joe lol. Joe wants to dump billions more shares and do r/s. That isn't shutting this down but doing more of what Dean did and worse. How does his plan equate to shutting this down? Looks like he wants more of the pump and dump plan that Jeff stopped. That is why trying so hard to get rid of Jeff. He stands in the way of Joes P & D plan.

Shutting down is not a plan he has. The only reason he is after Jeff is he's stopping more of the same pump and dump plan Joe has.
