I cut the CIA more slack. Spies have been around forever and always will be. The CIA is really a reflection of the executive branch and to a lesser extent DOJ. They do what they are told. The politicians love to lay the blame for policy snafus at their feet knowing they(individual agents) cant talk or if they do its in closed sessions. Further, politicians politicize intelligence and there's nothing officers can do about it. For example, only providing answers to questions politicians ask, while knowing the unasked questions and unoffered answers skews the intelligence by omission and design.
