Indeed!

The lesson of IPF is to establish a new 64 bit ISA in servers
can take a decade even when assisting ISVs with over a $1B
in development hardware, programming tools, and engineering
support.

Who is going to carry that freight for ARM? The big guys are
already heavy into x86 as well as their own non-x86 platforms.
