So in reality all these halts are even more unfair to all the shorts out there. I'm totally puzzled how the SEC and the Nasdaq can come up with such rules. Just imagine you are a short and you bought puts because you think a certain company is cooking it's book. Then after a while it gets clear that you have been completely right on your DD and now you either aren't allowed to exercise your puts or they just let the stock halted for months and you pay the huge borrow fees. That's hilarious.
