Maybe the strategy was not to partner :-).

I agree with your post about these bonuses being pretty bogus (not MNTA specifically but most if not all I have seen) especially when they can exceed 100% for something. So basically they want to give them near 100% of the bonus designated just have someone play with the various items to make it look like they mean something :-).
