Counsel for the NHSEC, Attny Mike Iacoppino stated in testimony this past Friday that the decision made on the PPA was a rejection, not an approval.

So conditional approval is actually outright rejection? Drag it out another month to reject it again? Really?

First of all, what an attorney for NHSEC says is utterly irrelevant. You've stated yourself that the PUC and NHSEC are completely different in function.

Secondly, what you, I, or anybody else thinks (whether approval or rejection) is irrelevant. What will prove to be relevant is whether or not the PSNH, LLEG, and the investors find the conditions to have an acceptable opportunity for profit, & thus approve the conditions set forth by the PUC.
