Above ground pests having wings fits into "below ground pests migrate more slowly (I assume) than above ground pests". Still the answer I gave implies it's less onerous, unless the concern is that what is used to eliminate below ground pests is more likely to be retained in the soil, either as a lonely molecule or within a dead bug, rather than easily spread to degrade in sun and rain, reducing the local imprint.
