Because BGMO is a non-reporting pinkie, Herzog, and any other insider, can sell their shares without the need to file Form 4. For all you know, Herzog has been selling after every PR. In order for anybody, including yourself, to be able to sell there must be buyers. Unfortunately, this most recent PR failed to bring in any buyers. Why? Because nobody believes Herzog's PRs anymore, that's why.

That would be "explain TO me genius" He couldn't or wouldn't dump all his shares, he would sell to groups legally and they would hold the bag, then post frantically on boards to keep the price stable, until they realize they've been lied to then all hell breaks loose. So in essence he would need to Sttttttrettttch the story out as long as possible, without giving out any facts because that's the "exit" strategy. Make sense Tonto?
