To make the appearance that they are trying to turn this flaming shell back around after the previuos abandoning BOD destroyed it, at least that is the story they are peddling right now. By acting as though they are trying to achieve a "Current Information" tier status they can further along the story line of "change". The gullible will continue to buy it, as they have bought the story they were victims of conspiring forces both internal and external of BEHL. They right now believe these notes payable are a good thing... Go figure!
