My amateur opinion is that he is going to sell on the 31st.... AFTER the PR is out. Why would he do this AFTER the PR if the news was bad?

I think it is Salari getting some salary!

I had a friend check that out over a week ago and he received word back from Salari that he was advised by his accountant to sell some stock for tax purposes.
