In the Private Sector, an insurance company
should be able to sell a "bare bones policy"
that only deals with the specific needs of
the customer at that time in his/her life.
For example, should a homeowner pay a
premium that includes the risk of owning
a SWIMMING POOL, even if he/she does
NOT own a swimming pool ... just because
2% of homeowners in his/her state do own
swimming pools ... ???????????
