the next paragraph states the JV partner had already arrived and was operational since feb 1st.

We have had our own 4 dredges since all the way back in July.

So, what dredge are they saying will be up and running by mid feb. ?

We have had 4 for some time, struck a deal to get an operater and dredge, which was in place feb 1st.

There could be some confusion with the JV and our anticipated 5th dredge. But how I read it is they are diff. dredges. The JV is a deal of its own, with a dredge they are providing, otherwise we would just be hiring an operater, it wouldnt be a joint venture.

It's the moral equivalent of 6 dredges. (100tph = two 50 tph dredges).
