Bzzz, you lose. Those permits were conditional on the results of the public comment period, and 8000 mostly negative responses were received. They would never have been allowed to drill...and SUGO will face far tougher odds.
If this property was a major wildlife habitat I could see permitting being an issue, but the government has declared it a non wildlife area. Here is a link to the government study releasing the land from WSA status. You will find cerro gordo in the first list.
