if they were going to get out, they would have done it long ago, why would you be working on a phase II proposal, why would you ask to proceed? doesn't make any sense. Why would the island say, they have "made notable progress" in the jdz? and frustrated they can't get the news out. all complicit for some master plan that has to come out soon, imo.
