I am also aware that to go through Panama canal you have to pay a hefty fee, so one would not do it unless he has cargo to carry.

I would think it's obvious that a PANAMAX vessel form PANAMA could not go through the PANAMA canal. I guess that you need to help out the less fortunate with a name like Jesus... 0:)
