bio, any active site that has proper firewall protection wont allow you to ping. it is intruder prevention. Try adding the site to your trusted sites and add the certificate.

The site www.ncbi.nlm.nih.gov IP Address 130.14.29.110 is unpingable but it loads just fine for me with the usual chrome speed.
