In the USA that is not a true statement about Transfer Agents.
The bulk of the Transfer Agents for OTC companies are smaller privately owned companies, such as RCCH's TA, Securities Transfer Corp.
In Canada and W. Europe the banks own the bulk of the TA's.
Whale got a letter from Deutsch because that was his broker, not a TA.
