You have to prove that each person charged in the organization had knowledge that it was in fact organized. i think Dean did not coordinate others. He just cut individual deals. But for Dean he could be charged with rico very easily because he had knowledge himself.
But look if he gets 10 years it is effectively a life sentence so what does it matter. Hell, local could give him that. I personally hope local comes down on him and and the feds see a sufficient sentence and they back off. Only because State time is so much harder than federal.
