That's a good point. Does it seem likely that any appeal that might be made by the LTW holders would be made on a point of law and as such be very likely be tried ny the appeals court thus delaying the POR for some time?

Eric ... if a settlement is an option, "who" would sponsor it and who would have to approve it?

I ask because as you suggest, the LTW are in the way .... makes sense for all.
