If you file it officially with the Colorado SOS than yes...it would be 6 Billion.
The document stating that the A/S is 3 Billion is a legal document. Apparently anybody can file one (I'm still skeptical about this and am doing some checking with the Colorado SOS), but once filed, it is true. It is legal. There are no alternate legal documents from the Quasar camp available to suggest that this is not the current share structure of the company.
Again, words are only good on paper, otherwise they just add to the confusion.
