Well I-hub has the IRP feature to allow companies to communicate, presumably legally, with investors. If you read the IRP pages they go into some detail on that.

But you are right. I am not a lawyer. Neither are you. And neither is amj. I hope ERHC consults its lawyers before deciding on embarking on a communication initiative by having an IRP here on I-hub. $95 a month seems worth it to me.
