I don't think it is anything major either. You can judge the severity by how quick they can refile. In this case, GILD guided this qtr. Some RTFs couldn't refile within 6-month, you know the content itself needs more work.
i think the frequenct of RTFs is increasing with the electronic submission format - if you fail to dot one i or cross one t it automatically gets kicked back as an RTF
