Why would this group loan another $500k to a company who is already past due paying back any of the first $500k they loaned them?

I think that's the problem. The seismic study has not been done, so people might not have enough confidence to invest at this time.
Kind of a catch 22 ... Can't get funding without positive results from the seismic, and can't carry out the seismic study without funding.

I'll continue watching and see if this problem is resolved.
