I hope you're wrong about not implementing wireless. That would further increase the cost to compete and provide numerous benefits beyond the obvious manual process. Per the 2009 10k pg 19:

Currently, CME manually updates its entertainment programs twice a month and advertisements once a month...CME believes such an upgrade would not only allow for more frequent updating of the content to increase the attractiveness of its advertising network and advertisers but also enable it to reduce cost of overhead.

Also look at pg 12 Broaden revenue sources:
-Advertisers with their products for sales on supermarkets shelves,
- Display of soft advertisements packaged as enterment content,
- New services to advertisers and passengers.

Even the heightened awareness of the use of embedded advertising and the need to produce it internally comes into play. If they have to wait until the next month to roll it out it delays the revenue impact.

All of this sounds increasingly compelling if you can target passengers with real time offers based upon inventory, destination, etc. That can't be done with a monthly manual process of loading on hard drives. The more aggressive they are improving the business model, the delivery systems and the user/advertiser experience that more attractive they seem to me as an investment. I'd hate to see them staying pat and later having to repond to competitors doing it better.

A final point...Look at page 20 of the investor presentation. This isn't an old idea, they are piloting the wireless uploading technology.

Are you sure that an employee goes on the bus and that it is not, for example, given to a bus company and placed there by drivers or cleaning staff upon orders of the bus company?
