Not to take any of your post out of context. I would also like too add, but though I am not familiar with the area. So I am just throwing this out there as a thought.

It might also mean that since the area is flooded it would be a lot easier and financially feasible to start the drilling after the high water recedes. I don't know if this is a seasonal or natural occurance in this part of the country. Or maybe they are just respecting the duck hunters.
