The fact is, there is absolutely no way to prove or disprove that CDIV is under some sort of FLD so, discussing it is 'useless'.
The way I see it, trying to disprove it, or make others believe it isn't true, is, well, I can't say useless, because obviously someone has a use for it........
However, it would be very useful to someone if they knew it was locked down.... for instance, if they held more shares in certificate form than the DTCC said were unaccounted for...... then they would also know there was NSS.
