if a buy back happen n that is a big IF. there is nothing said that any shares will be retired, if there is a buy back Troy will sell or pay bills with those shares is the real story behind a buy back. imo n also many others opinions n common for NV companys n common for penny stocks.
just like they did with shares in 2010, used as cash.

Reverse a shell to the right dollar value, then acquire it and do a share exchange agreement?
one other option he did not list but is known for companys that inc in NV is a increase in A/S?
