Thats true, the problem is getting a 211 approved by finra on a grey market and getting a m/m back office to review and say fine submit it to Finra. The odds of that are almost impossible.

Spoke with compliance officer for major market maker about 211's and she said after 30 days if other companies were filing 211 they would or could piggyback...

ONE MM needs to file a Form 211, and then after 30 days other MMs can piggyback. But no MM will file a Form 211 for a company under SEC investigation, so none of that is going to happen.
