As is my understanding from the link I posted dealing with Preliminary Rule 14c that letter would have to be in each shareholders hands by 12/31/10 or they would not comply & thus NO dividend or new class of shares. ALL of these questions could be easily answered if the company would PR the news & get off their ;-) ;-) ;-) 's
