lmcat -- it required a 2/3 vote (as linked in the article, http://clerk.house.gov/evs/2010/roll645.xml ) -- all but 9 of the Democrats who voted voted yea (16 didn't vote), hardly any great failure to deliver a solid Democratic vote, and even with all 25 of those it still would have failed due to the Republican nays -- it is absolutely correct, and not spun in the least, to state that the House Republicans blocked it
