This is all a "back-forth" process on negotiation.

PUC has to find fault or their jobs are at risk. Rubber stampers make little money. The longer the process takes, the more money the PUC members make. It's that simple.

PUC will iron out all the wrinkles. That is their job. Then we will be on our way. There will be some compromizes on both sides. Its like buying a new car. You never except the sticker price. I am sure LLEG and PSNH pre calculated there would be some negotiations in their final PPS with the PUC.
