Not saying that at all. The use of NOBO and OBO list combined with the Shareholder's List from the Transfer agent is how any company can determine if there is a naked short problem in their stock. Obviously, CDIV just found out that Williams's tout about NSS was totally bogus.

so what you're saying is that the whole idea of ordering NOBO/OBO lists is pointless and doesn't prove anything in the first place

On the contrary: it proved there's no NSS in CDIV. Had there been, the total number of shares held by NOBOs and OBOs would have been much greater.
