Agreed, which is why they won't advocate to change the law right now. It would just hinder progress. Easier to change the PPA to reflect the language of the current law & change the law later after laidlaw/Newco is operating for a decade and the benefits if the plant are tangible. Will only serve as good reason to extend the program.
