JBII UPDATE -- FULL SCALE PRODUCTION. I finally spoke to the dude below who actually spoke to the DEC.

Full scale production was his impression. He is sorry he didn't make it more clear.

JBII is going to be allowed to go into FULL SCALE PRODUCTION while the two permits are being processed in the back round.

The DEC is apparently working out the details now. She mentioned that the state of NY to be the first to publically announce such a breakthrough, according to Abby Syneider, head of the DEC for district 9.
