Excellent logical post. I would say the DEC sees this as an environmental interest to them, hence the head boss is accelerating production to begin ahead of permits. Kind of like authorizing a company to help with the BP oil spill ahead of permitting.
Let the fun begin....we should get official word shortly.
it is believable to me as well that some kind of permit could be issued prior to all the paperwork being completed. These government bodies try to be as flexible as they can be.
