With all due respect Justice37 you are attempting to redefine/minimize:

They do emit regulated pollutants above a "negligible" threshold. How many tons per year is considered negligible? You need to take the partial results PR'd by JBI and place them under DEC scrutiny.

... that is why they only need a simple air permit which is basically the equivalent of a fan.

Another misnomer-- there is no such DEC creature as a simple air permit-- if indeed it were "simple," JBI would have received a Registration. JBI is getting a State Facility permit which is less stringent than a Title V Facility permit because (in part) their emissions do not breach the Title 5 threshold.

But it is not simple nor negligible :-(
