Don't see how congress could help telecom. And BTW, I agree with you that there will be no end to the bear market till the telecom industry hits bottom and starts it's recovery. And IMO, congress or no congress, that could still be 12-18 months at least away.

wahz, bptele is at 72% and that puzzles me.

how come 72% of telecom stocks have a buy signal? That's almost the highest it's been. I don't have a list of components of that index.
