I think our founding fathers tried to balance security and liberties more than you imply. That was one of the major fights between Hamilton and Jefferson (and not being an expert on history, I hope some more knowledgeable on the subject chimes in). At one point, our founding fathers did go the route we are now following, and that resulted in the "sedition" amendment, this one was rapidly eradicated, in recognition that "strong leaders" could misuse that amendment to obtain absolute powers, a potentiality uniformly abhorred by the founding fathers.
