If they were going to offer it for a higher price, why would someone buy it rather than buy the stock on the open market?
there is no way to make a significant purchase on the open market without significant share price appreciation with such a low float. so an offering at a higher than market price is within the realm of possibility actually. that said i don't think this is likely
