I started typing up the basics and the post was getting huge. Drive by a cellular tower and take a look. Every carrier on the tower has his own hut with UPS, generator, and their equipment. You need a connection from the tower to your network through something, the antennas and cabling are expensive also. This is not even everything needed just for one tower, without discussing any network requirements, Internet connection points or voice gateways.
