ok to be clear, I recall he was quoted or paraphrased as having said that he was not getting paid until the permit because that would provide the cash flows. I suppose there is always a state of limbo, but for me a cash raise for short term funds to pay himself before the air permit leads to revenues is disproving enough.
of course they will raise more money - that goes without saying.
