What I think is that Dean's ability to put a report out was an unfortunate loophole that was missed with bigger issues to work on.
As far as the report itself it's obviously not worth the paper it's written on. No one knows if the report was concocted by Dean to make things bad for Jeff in retaliation, which I wouldn't doubt.
I can't get to whipped up about a bogus report from a disgruntled ex-employee. Stuff happens, you fix the hole, and it doesn't happen again.
I used to work for a water utility and once in a blue moon a customer would get a million dollar water bill despite good people and systems. As they say, shi* happens.
