I doubt it's flippers holding this back. It looks like the new shares are hitting the market.

Once the Company takes their foot off the pedal, it is possible you will see a rise in the PPS.

Watch the SOS Colorado as well though because companies can raise the A/S just as easily as they reduce it, as has happened here. It went from 1B to 50B back to 1B in a matter of 3 months.
