It's called gas tax. Many variations on the theme have been proposed including adding an amount in gas tax to fund a no fault liability insurance pool. A very unpopular tax. What do we whine most about....the price of oil/gasoline. The reason none of the alternative taxes work is the fact that many people pay no, or little federal tax. No way to dodge a consumption based tax, accept to not consume.
during my younger poorer days, especially when going to school, I commuted the longest miles. When I bought my first house, I commuted the longer then than nearly anytime since. I think it would mostly benefit those who can afford higher priced homes in the city or within easy commuting distance and penalize those struggle to get started or get their first home.
