Look at a majority of the pink sheet stocks out there. Just like CDIV, they seem to be dropping in price most of the time. Sure people sell, but the mm's use this to their advantage in manipulating the bid and ask. They short the pink sheet stocks as much as they can and gather as many shares on the cheap so they are ready to sell shares if a run occurs...
Either way by bringing a stock price as low as they possibly can before being forced to let it rise- through large volume of buyers, great company info whatever, they have accumulated cheap shares and can try to cover as much as possible before the stock is forced to rise again.
All IMO of course...
CDIV seems to fit this pattern...
