What I heard was contradictory, $10 B per person but a settlement of $270 B (just $1 B per person), thus my quest for the truth.. Maybe it was "just" $10 MM per person and thus "only $2.7 B, which will not have such momentous impact on the US, but still massive impact on Libya.
