I'm sure your friend will appreciate there is more than developers involved in software development. There are requirements writers, testing activitives and peer review. I'm the contracting firm Jim is using is applying these standards. This at least 50% of the budget. While I agree one person with a full skill set working full time might be able to create this in a year, it would not stand up to any measure of peer review or best practices to release it to the general public, which Lecere has done.
